The Cheat Death perk has been removed as of Update 2.0. The 2.0 update featured a massive perks overhaul that removed, rebalanced, or completely changed every old perk from the 1.6 Edgerunners Update and Base Game.

This perk is incredibly useful against bosses who deal loads of damage or battling huge waves of enemies.
When this activates, it can give you a brief amount of time to recuperate, set up your grenades, or reposition yourself in the battlefield.
