While the new Valentine's Heroes aren't exactly duds, they are also quite niche and may require specific scenarios to be worth using. Other more powerful and more versatile heroes outclass them due to their strength, flexibility, and ease of use.

Evaluation Criterion for Tier List

Focus on Individual Strengths and Stats

We focused on individual strengths and stat distributiuon to rank Heroes. By individual strengths, we are referring to the strength of things like exclusive weapons and exclusive skills. We created this ranking by choosing the Heroes who have a good distribution of stats, with weapon and movement type also taken into consideration.

Taking Inherit Skill and Weapon Refinery into Consideration

The assumption that Inherit Skill will be used and that Weapon Refinery is a possibility were also reflected in the ranking. For a ranking that does not take Inherit Skill into account, please see the article on Reroll Ranking.

Hero Enhancement Through Merge Allies was Excluded

Heroes with +10 merges were not factored into the ranking. Any Hero with +10 merges will work well in various situations, so the ranking was made assuming zero merges.

I don't think anyone else noticed, but brave male Byleth's description is wrong and is using Emblem Eirika's description.

You're gonna have to explain how S!Plumeria, who is better than I!Azura, has plummeted to 9.0 while Azura is somehow 9.9! The Byleth ring allows Ice Lock users to replicate Azura's Range 2 Dance lol, and they are better with it because they add effects! F!Fir gets demoted but E!Eirika doesn't? The Range 2 Style doesn't help her kill things better! Fir has the same uncapped damage as Y!Camilla! She can be as strong as anyone! Eirika struggles immensely in the current meta!
