Heiðr is the best hero to pull on this banner due to her status as a Mythic hero.
Mythic heroes are normally only available on Legendary and Mythic banners with their low 0.67% summoning rates per specific hero. Being available on a New Heroes banner at 0.75% per specific hero is a significant improvement over the usual summoning rates.
Additionally, this banner has a spark available for 40 summons, allowing players to acquire a copy of Heiðr while avoiding bad gacha RNG.
Heiðr is a very useful unit on the battlefield, with Gold Serpent as an improved Rally skill that grants multiple effects to herself and her allies. Her offensive prowess with her exclusive tome, Heiðr, is also quite capable in combat.

Even though Heiðr is a Mythic hero available on a New Heroes banner, we do not recommend spending orbs to summon for her here.
Gold Serpent's best effects are only available on later turns, which is time players do not have to spare in Aether Raids offense matches.
As an Astra Mythic hero, she falls short of providing adequate support compared to the likes of Seiðr or Elimine, whose effects are generally useful against any team composition. Heiðr isn't very useful against aggressive AR-D teams like Cavlines, as she will not have enough time to maximize Gold Serpent against those teams.
