When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Jill are +Atk and -Res. Jill gets a lot of Spd from her skills and her Spd is already at an amazing level. This means that getting a +Atk IV is more efficient in improving her overall offensive ability. Her Res stat is of less importance so it is safe to take as her bane.
We recommend a +Atk IV when merging Jill to 10. This is for the same reasons as above. At this point, she will be able to take out a lot of units without taking damage because of the built-in Desperation in Talregan Axe.

A simple budget build for Jill. Simply add an assist skill and a good offensive skill in the Seal slot, and she should be good! You can be very flexible with the Seal slot, though. Since she's mainly an offensive unit, though, SS2 is a good choice. You can also go for Blade Session 3.

Jill's refined Talregan Axe grants Jill 【Canto (Rem. +1)】, Atk/Spd+6 and Special cooldown charge +1 per attack during combat, a Desperation effect, and true damage equal to 20% of Jill's Spd.
At the start of each turn, refined Talregan Axe grants Atk/Spd+6, Null Follow-Up, and +1 movement to Jill and nearby melee allies. This effect allows Jill and her allies to quickly rush down their foes, extending their threat range and giving them additional offensive bonuses.
As a flying unit, Jill takes 1.5x damage from bows and weapons effective on flying units. Be sure to keep them out of the range of archers and leave them to other units.

Jill can be used to inherit Atk/Spd Push 4 or Spd/Def Rein 3. However, Jill is a very powerful offensive unit that easily outclasses many of the axe fliers in the game. We recommend training and investing in her instead!

When talking about merging Jill to plus 10, you say she has built in vantage in her weapon, however I believe you meant to say she has built in desperation, since that is the ability that lets you attack with your follow up before the enemy can counter attack.
