When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Hoshidan Summer Lucia are +Spd and -HP. Lucia has very high Spd at base 46, and she can use this to prevent her foes from generating follow-up attacks against her and creating her own follow-up attacks if she outspeeds her foes as well.
Additionally, Breezy Spear's effects force Lucia and her foe into a true 1v1 combat, disabling all sources of ally help and any sources that guarantee or deny follow-up attacks and prevent counterattacks. Combat between Lucia and her foe becomes a stat and skill check, thus, boosting Lucia's most important stats becomes important in ensuring Lucia wins in battle.
HP is the bane of choice as every single stat matters during Lucia's combat. With Breezy Spear's Distant Counter effect, Lucia can enter combat against both physical and magical damage foes.
We recommend +Spd when merging Hoshidan Summer Lucia up to +10 to maximize her high Spd stat during her battles, as Breezy Spear turns Lucia's combat into a stat-check 1v1.

Hoshidan Summer Lucia forces a 1v1 combat scenario which is perfect for self-sufficient units. Laguz Friend makes her incredibly bulky and Breath of Life 4 gives her great sustain to keep her alive throughout multiple fights. Gust will not trigger, but the passive damage reduction effect remains active.

This build uses Lucia's base kit to excel in combat against foes in a 1v1 setting. While Godlike Reflexes won't trigger, the passive effect remains available for Lucia to take advantage of. Godlike Reflexes and Atk/Spd Finish 4 can be acquired using Divine Codes.

Hoshidan Summer Lucia's Breezy Spear grants her Atk+3 and a Distant Counter effect.
In combat, Breezy Spear grants Lucia Atk/Spd/Def/Res+5, bonus Atk/Spd/Def/Res equal to 15% of her Spd, bonus damage equal to 20% of her Spd, and 7 HP post-combat healing.
More importantly, Breezy Spear disables all of the following effects for both herself and her target foe in combat:
Breezy Spear turns any combat where Lucia is participating into a true 1v1, disabling all sources of ally help and all effects that create an unfair advantage in generating or disabling additional attacks. The only notable effects that remain are true damage and damage reduction effects.
Breezy Spear disables Special skills, forcing Hoshidan Summer Lucia to rely on her stats and her non-Special damage reduction effects to protect herself against heavy damage.
There are multiple top tier heroes in the game that can pierce through non-Special percentage-based damage reduction, making Lucia vulnerable to those foes in combat.
Additionally, Hoshidan Summer Lucia herself lacks a way to pierce through non-Special damage reduction on her base kit. While this can be provided through outside sources or by inheriting skills, it is still a necessary investment in order for Lucia to defeat units that stack up on damage reduction effects.
