When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
Legendary Ninian's best IVs are +Spd and -Def. Her Spd is quite good at base 41, and she needs to maximize it in order to reliably attack her foes twice with the help of the partial Null Follow-Up effect of her weapon.
Her Def is a clear dump stat at base 22 and lowering it will not change her matchups. It is a safe bane to take.
We recommend +Spd when merging Legendary Ninian for similar reasons above. Spd is her most important stat.

Legendary Ninian's base kit is already good to go. However, we chose Joint Drive Atk to lean into both her offensive and supportive capabilities. Her native Blue Feud 3 is good if you want her in a more specialized role.

Legendary Ninian is a close magic attacker (range = 1). Therefore, when not accounting for the Weapon Triangle, the amount of damage she deals will be equivalent to her Atk minus the foe's Res stat.
Legendary Ninian's Faithful Breath grants a flat Atk+3, Atk/Spd+6 during combat, neutralizes effects that prevent Legendary Ninian's follow-up attacks, deals adaptive damage against ranged foes, and can prevent foes from counterattacking if conditions are met.
With Legendary Ninian's high Spd stat, this weapon can allow her to deal decent damage to her foes despite her below average Atk stat.
Additionally, it also inflicts Def/Res-6 onto the nearest foes to both Legendary Ninian and the ally she uses Dragon's Dance on. When lined up properly, this effect can debuff multiple foes at the same time.
Legendary Ninian, a FEH hero, received Dragon Dance before Garchomp did.
The main selling point of Legendary Ninian, Dragon's Dance refreshes her ally's turn and can also refresh her own turn and grant her Atk/Spd+6 for one turn, once every three turns starting turn 2.
When the turn restriction is active, this skill is still Dance and always a powerful skill. When Legendary Ninian can refresh her turn, this skill becomes a significantly better refresher assist that can affect the battlefield unlike any other refresher assist.
Legendary Ninian is one of very few Cavalry refresher units in the game. As of September 2022, she is only the third, along with Masquerade Sigurd and Hatari Azura.
Cavalry refresher units have almost always been better than other refresher units due to their extended mobility.
Additionally, as a Water Legendary hero, she can be used in Arena to make your runs significantly easier, especially with the lack of mobility assist skills using maximum scoring kits.
Legendary Ninian takes 1.5x damage from cavalry-effective weapons like Thani or Binding Reginleif, and one blow from this type of weapon is sure to take her down. Make sure you know what weapons you are up against before hopping too far into the line of battle!

Legendary Ninian has Atk/Spd Catch 4, S/R Near Trace 3, and Blue Feud 3 as good inheritance options.
She is a very useful Water Legendary hero though, so consider keeping at least one copy before using her as fodder.
