The Twilight's Glow Nocturne: Hanachirusato is located in Inazuma City, and can be played by talking to Yukio, a street food vendor!

If you can't find Tomoki where he's supposed to be, check if you have started Kamisato Ayato's story quest. This causes Tomoki to move his shop to this place in Ritou. The game won't let you interact with him for the event, so you'll have to progress in Ayato's story.
