There are a total of 19 Lost Energy Blocks found in Sumeru, around Port Ormos and Devantaka Mountain.

1 | Found on top of a large gear in the middle of a Withering Zone. This will also be where a docile Ruin Sentinel will appear. |
2 | Found Next to a Damaged Ruin Guard and a Ragged Attendance Record. |
3 | Found on a Damaged Ruin Guard sitting by the water just north of the Sumeru Fishing Association. |
4 - 7 | Four Lost Energy Blocks can be found all around the camp of a group of Eremite enemies, along with a Remarkable Chest. |
8 | Found beside a Damaged Ruin Guard north of Port Ormos and south of Devantaka Mountain. |
9 | Inside the cave near the Lost Energy Block 11, southwards underground on a giant gear. |
10 | By a Damaged Ruin Guard resting under a tree, with a resting Ruin Drake nearby. |
11 | On a large flat gear at the base of the Huge Ruin Machine in Devantaka Mountain. |
12 | Found at the base of large gears on top of a rocky outcrop. |
13 | By a Damaged Ruin Guard at the top of the cliff. |
14 | Found at the end of a large pipe at the base of the Devantaka Mountain. |
15 | On a circular gear on the left side of Devantaka Mountain. |
16 | Inside a blocked cave with the entrance at Vimara Village. You will need the Vintage Lyre to open this cave. |
17 | Found in a large gear part by the side of the road. |
18 | Just inside the entrance to a flooded cave. |
19 | On a large flat gear at the bottom of the flooded cave. Draining the water in this cave is part of the Royinjan's Chapter: Linga Quest. |
There are a total of 5 Damaged Ruin Guards to Load. Every Damaged Ruin Guard also has a corresponding Ruin Scout located nearby.
Giving energy to each Damaged Ruin Guard will award an Exquisite Chest, and loading all five Damaged Ruin Guards will give you an Achievement!
Each Ruin Scout will be inside a Dendro Rock Pile that you can destroy using a Dendrogranum and a charged attack. This Ruin Scout won't attack, and instead will act like a Seelie and guide you to a Damaged Ruin Guard.
Another Ruin Sentinel will spawn and you have to defeat both Ruin Sentinels to get an Exquisite Chest. Afterwards, you will be able to interact with the Damaged Ruin Guard and receive a new prompt to load it.
You can use three Lost Energy Blocks to load into a Damaged Ruin Guard. It will start to repeat a string of numbers and symbols but otherwise remain unmoving.
This also means that you only need 15 Lost Energy Blocks in total to get the achievement. The other four Lost Energy Blocks currently have no other use.
It seems that the Dead Ruin Guards and the Lost Energy Blocks are part of an abandoned research venture by a group called the 'Sumeru Investigation Team.'
We've yet to find out what the Ruin Guard's coded message means. Let us know in the comments if you've discovered the meaning of the Ruin Guards' Codes!

energy block #10 in this post doesn't offer a good picture of where its location actually is. The poster really should include the actuals and not random circles on the map depicting nothing. Its not in the opening of the cave you have to pretty far from there, here's a picture of the location
