Talk to Teba to start the quest.

Head to the bonfires mentioned by Teba, located north of the village. You can find and talk to Harth inside the Hebra Trailhead Lodge.
You can travel to the bonfires faster by gliding from the quest location to the bonfires. You can use the stone pillars as stopping points to recover stamina and altitude.
Harth will inform you that Tulin might be in the Hebra South Summit Cave with his friends Laissa and Gesane. You can talk to Laissa by the cave's entrance, and she'll tell you that Tulin and Gesane are deeper in the cave.
The entrance of the cave is marked by a bonfire, the same size as the one near the Hebra Trailhead Lodge. You can also see a flag on the slope before you reach the entrance.
The exact coordinates of the Cave's entrance are -3393, 2495, 0313.
Enter deeper into the cave and ride the wind current to proceed further up. You'll encounter a Horriblin just after the ore deposits. Kill it before proceeding, so you can explore more freely.
Go to the area with an unlit campfire. Light it up by hitting a flint with a steel weapon, and place a Hylian Pinecone to the fire to cause an updraft. Ride the wind and proceed to the highest floor into the cave and follow the path.
You will see Gesane in a camp after following the path. Talk to him, and he'll tell you that Tulin chased the monsters he saw alone. Head to the location where Tulin went and look for him.
Climb to the hole to get out of the cave. Once out, look for the highest mountain nearby with a lone cedar tree. You will find Tulin in there once you reach the top.
The location is around -3163, 2684, 0568 coordinates.
Use Tulin's Power of Wind to get on the platform near the monster who took Tulin's bow. Once there, shoot it with a bow and arrow to make it fall on the ground and drop the bow.
How to Use | Press A + Jump + Glide |

Tulin will automatically position himself behind you. Once you get the right angle, press the A button to use the Power of Wind, then jump and glide to ride the wind. You can also do this while in mid-air!
Note that there's a cooldown after using Tulin's Power of Wind, so use it only when needed and at the right time!
Several Bokoblins will spawn after hitting the flying monster. Laissa and Gesane will show up after defeating all the enemies.
Go to Hebra Peak to reach the Sky Islands. You should be able to see it labeled from the map if you zoom in enough.
Keep using Tulin's Power of Wind to boost yourself to the other stone structures and get to Hebra Peak faster.
After reaching the peak, you'll start seeing floating platforms on the way. Reach the main sky island by using those smaller floating platforms.
Aside from Tulin's Power of Wind, you can also use Ascend and Ultrahand here to climb up faster!
You'll hear a voice once you get to the Sky Island with a semi-spiral staircase. Continue getting to the top of Sky Island and try to reach the Mysterious Cloud.
You will encounter more enemies as you go up. Defeat the ones you can't avoid and don't get hit to ensure that you can continue and progress faster.
You'll eventually reach a place where you can see vehicle parts around the area. Build an elevating platform using Balloons and metal or wooden planks on the ground to get to the next floating structure. Make sure the Balloons are proportionally placed to ensure the platform is balanced.
Also, don't forget to put a fire machine on the balloons to make the platform float!
Ultrahand Guide: How to Build Vehicles
After climbing the Sky Islands, you'll eventually use the Flying Ship's inverted sails to boost yourself up, as there will be no other structures to land on. The entrance to the Mysterious Cloud will show up once you get to the top. Glide there to see the massive ship and head down.
Being high up in the air will make Link's body temperature drop. You can equip the Snowquill Set to help him withstand the cold temperature without taking any damages. You can buy the complete set in Rito Village .

Alternatively, you can cook food that has cold resistance. The Spicy Peppers you can get from the Hebra Trailhead Lodge would be a great start for cooking!
There are a total of 5 locks that open the hatch to the Wind Temple. They are scattered on all floors and behind puzzles.
Wind Temple Walkthrough and Puzzle Solutions
Releasing all five locks will summon the Scourge of the Wind Temple, Colgera. Hit the ice-shard-looking body parts to deal damage and beat Colgera. You can use the updraft to glide to get closer to it.
How to Beat Colgera (Wind Temple Boss)
You'll obtain the Vow of Tulin, Sage of Wind after defeating Colgera and after the cutscene. It will create a copy of Tulin and let you use Tulin's Power of Wind anywhere!
