Charge Up Cannon to Stun Seized Construct
A single charged hit from the Zonai Cannon will be enough to stun the Seized Construct for a few seconds, giving you a chance to attack it.
Hit Three Times While Stunned to Damage It
While the Seized Construct is stunned, walk up to it, and hit it three times. This will cause the boss to be launched backwards into the electric fence, thus damaging it.
You can still hit and launch the Seized Construct even if there are no weapons attached to Mineru's arms. Prioritize launching the Seized Construct into the electric fence once it's stunned instead of looking for weapons to attach.
Use Shield to Block Its Attacks
Use your shield right before the Seized Construct lands a swipe at you with its arm in order to deflect its attack. This will disorient it for a split second, so make sure to quickly get your three melee hits in to damage the boss.

Stun With Shock Emitter
Another good way to stun the boss, apart from the cannon, is to use the Shock Emitter. Using this Zonai device at close range will electrocute it and stun it for a while, opening it up for melee hits.
Hit It Four Times When Stunned
For the second phase, the Seized Construct will need to be hit four times instead of the previous 3-hit combo needed to send it backwards into the electric fence.
Shoot It Out of the Air With Cannon
If the Seized Construct starts flying, charge up a blast with the cannon and shoot at the boss to send it crashing down. It will be stunned for a while, so run up to it and get in four hits to deal damage.

Anonymous over 1 yearAnother important detail i didn't see mentioned is that if you parry it's melee attacks, you only have to hit it once to knock it back.
