How to Unlock Impa and the Geoglyphs
Talk to Cado on the Road, East of Hyrule Ridge
Look for Cado on the road, east side of Hyrule Ridge, and south of Lindor's Brow Skyview Tower. Impa and the Geoglyphs will start as soon as you're done talking to Cado.
Hyrule Ridge - New Serenne Stable
The exact coordinates for this quest on the map are -1615, 0558, 0032.

Look for Impa at New Serene Stable
Go to the New Serene Stable and look for Impa. You can find the New Serene Stable if you follow the road up north where you talked to Cado. You can find Impa on the other side of the road from the stable, near a broken balloon.
Stables Map and All Stable Locations
Fix the Balloon
Help Impa fix the balloon to get a bird's-eye view of the Geoglyph. Use your Ultrahand and attach the balloon part to the basket of the hot-air balloon.
Once fixed, speak to Impa who will ask you to light it up with a fire to make it float. You can use the torch nearby to get fire. Go up with Impa on the balloon to see the whole Geoglyph.
This step has been reported by some to bug out, stopping you from talking to Impa. Simply soft-reset your game and the issue should fix itself!
Find the Dragon's Tear
After coming with Impa, she'll tell you about the Dragon's Tear hidden somewhere in the Geoglyph. Jump down from the balloon and head to the markings near Bokoblin Camp somewhere northwest.
You should find it exactly on a slope on -1411, 0965, 0123 coordinates.
Watch the Cutscene
A short cutsene will play showing Zelda and two other people. Impa will talk to you afterwards, and that'll be the end of the quest.
Now, continue heading northwest to the Rito Village and we'll resume our investigation on the Regional Phenomena!
