Tokiy Shrine (Rauru's Blessing) in The Legend of Zelda: Tears of the Kingdom (TotK) can be unlocked by completing The Oakle's Navel Cave Crystal Shrine Quest in the West Necluda Region. Tokiy Shrine can be found southwest of Oakle's Navel in the West Necluda Region.
The exact coordinates of its location are 2304, -2377, -0028.
Travel to Rabella Wetlands Skyview Tower, and launch yourself from there to glide northeast towards Tokiy Shrine.
This is a Rauru's Blessing Shrine with a treasure chest inside as well as a Light of Blessing at the altar.
When you reach the entrance of The Oakle's Navel Cave, proceed inside and head down below.
During your progress, you will see a green crystal placed on a pedestal. You will need to carry the crystal and follow the beam of green light emitting out of it.
Head towards the path being rolled down by boulders. Make sure to time your pace when walking to avoid getting hit by boulders.
Follow the beam of light until you see a boulder rolling down your path. Use Recall to reverse the trajectory of the boulder.
Follow the beam of light until you reach its end. From there, drop the green crystal to enter the Tokiy Shrine.
Proceed towards the area, and claim the Large Zonai Charge inside the chest straight ahead.
After collecting your reward, continue to the altar and complete the Tokiy Shrine.
