In order to upgrade armor, you need to unlock the Great Fairies all over Hyrule. There are a total of 4 Great Fairies and each of them require completing a certain side adventure to unlock them.

You can unlock all Great Fairy Fountains when you completing the side adventures in the table above.
To unlock Great Fairy Mija, Kaysa, and Cotera, you need to start the Potential Princess Sightings side adventure, talk to Penn in various Stables, and then complete the corresponding Serenade side adventure.
Unlocking Great Fairies increases the upgrade tier for all upgradable armor pieces. This means that you can enhance the armor at least 4 times once you have found all the Great Fairies in Hyrule.
How to Unlock Great Fairy Fountains
Once you have unlocked a Great Fairy, collect the required materials in order to upgrade your armor. Different materials are needed to upgrade the armor you want.
In addition, enhancing armor requires Rupees, so make sure to farm for Rupees first.
You can enhance armor once you have given the required materials and Rupees to the Great Fairy. If you have unlocked one Great Fairy, you can only upgrade the armor at one level. However, if you unlocked all four Great Fairies, you can strengthen the armor to four upgrade levels.
An armor set's set bonus activates once you have upgraded all armor pieces to at least Level 2 or higher. Note that if one armor piece in the set has not been upgraded to that level, the set bonus will not activate.

The best equipment to enhance are the Barbarian Set and the Fierce Deity Set. Both of these armor sets provide Attack Up which increases your attack damage towards enemies.

How to Get the Fierce Deity Set
It is also recommended to enhance armor that you can use for exploration. The armor sets below allow you to access areas that may have unbearable cold and heat.
