Buliara returns as the Gerudo captain of the guard in The Legend of Zelda: Tears of the Kingdom (TotK). Read on for details on Buliara's backstory from Breath of the Wild, character traits, as well as her role in Tears of the Kingdom.
Buliara gives Link the Riju of Gerudo Town main quest if he chooses to go inside the Gerudo Shelter and talk to her there.
Riju of Gerudo Town Walkthrough
Buliara is the Gerudo captain of the guard and Riju's personal bodyguard. She is almost always seen beside Riju at the throne room and carries a Golden Claymore.

Buliara is initially wary of Link during the events of Breath of the Wild. She prevents him from speaking to Riju and suggests to prove himself as the Champion by retrieving the stolen Thunder Helm.
After Link recovers the Thunder Helm and frees the Divine Beast Vah Naboris, Buliara will inform him that he is an ally to the Gerudo Town now but warns him to hide that he is man when inside the town.
