The Vow of Tulin is obtained by clearing the Wind Temple in The Legend of Zelda: Tears of the Kingdom (TotK). This guide will explain how to use the Vow of Tulin, and how to Summon Tulin.

Pressing A twice while gliding will summon a gust of wind that will boost Link forward. This is will help you cover more distance while gliding and reach your target areas quickly.
Keep in mind that the Vow of Tulin has a low cooldown and can only be used after a couple of seconds.
Link can also use the Vow of Tulin even when on the ground. The summoned gust will push back items and enemies depending on their size.
When looting items on the ground, make sure to not spam the A button too much as you might accidentally blow away all the items caught in the way.
Tulin will automatically hit enemies in any active battles. He will use his bow to strike enemies from a distance with a high chance of hitting their faces to stun them. This gives you enough time to safely attack the stunned enemy and kill it.
Tulin will also engage with flying enemies and his attacks can them down with one hit.
To summon or dismiss the avatar of Tulin, open your inventory and look for the Vow of Tulin under Key Items. From here, you can choose to either summon or dismiss Tulin.
The avatar of Tulin will be summoned by default upon the acquisition of the vow. You can only dismiss it in your inventory using the same process above.
Like other Vows, Tulin will not show up when you are in settlements, including the area in Rito Village where you first receive it after the Wind Temple. This means that you should first leave any settlement and head into an open world area in order for Tulin to show up and aid you.
You can exchange 4 Sage's Wills to any Goddess Statues found across Hyrule to upgrade the Vow of Tulin into the Solemn Vow of Tulin, which increases the sage's attack power.
Upgrading the vows does not reduce the cooldown of their skills nor gain any additional effects. This might be a little underwhelming for most, but at least they get stronger in fights!
