Shops restock after waiting for 24 hours of in-game time. You can wait at a campfire or sleep on a bed to pass the time.

How to Pass Time

Sleep on a Bed, Save, and Load the Game to Restock Shops

If you want to force restock a shop, you need to sleep on a bed to pass the day and save the game. Load the game and travel to the shop that you want to restock.

This method allows you to restock a shop regardless if it's near or far from where you slept.
