Use Abilities to Reach the Top Platform

Notice the floating platforms near the tower and use them to reach the top-most platform using your abilities.

Four New Abilities Introduced

Use Zonai Fans to Move the Top Platform

Upon reaching the top-most platform, Take out some zonai fans and attach them to the platform with Ultrahand.

Activate the fans and this should get the platform out of the way. If done correctly, the world will pause while showing the tower's lid accompanied by an audio cue.
