Unlike Breath of the Wild, Great Fairy Fountains in Tears of the Kingdom must be unlocked in a set order, by completing a series of side quests. There are four Great Fairy Fountains in total, and all four must be unlocked to upgrade any armor piece to its full potential.
The Great Fairies will not come out of their fountains even if you find them prior to receiving their respective Side Adventures, unlike in Breath of the Wild. You need to complete these quests in order to avail their armor-upgrading services.

To get the side adventures that will lead to unlocking Great Fairy Fountains, you first need to begin the Side Adventure titled Potential Princess Sightings. This will give you access to quests at specific stables wherein you help musicians reach and awaken Great Fairies in their fountains.
Note that you do not need to complete this side adventure in full. Simply it being added in your Adventure Log is enough to start your way in unlocking the fountains.

Many of the Great Fairy side adventures require using a horse to pull a carriage, which you can easily do if you use a Towing Harness.
You can redeem this item at any stable for 3 Pony Points. Sleeping at a regular bed three times at any stable will earn you enough points to get a Towing Harness.

Serenade to Cotera Walkthrough
After unlocking the fairy at each Great Fairy Fountain, you can upgrade your armor at the cost of materials and Rupees there. The number of materials and Rupees required will depend on the type of armor you want to enhance, as well as the level of upgrade, but will be the same across all fountains.
Many armor sets contain Armor Set Bonuses, which become usable when all 3 pieces of a set are equipped. For many armor sets, the set bonus can only be activated after each piece is upgraded to level 2. These set bonuses are combined with the effects of individual armor pieces to give powerful buffs to you in your adventure!
