Demise has not been confirmed to return in The Legend of Zelda: Tears of the Kingdom, so we will have to wait until we receive more information.
An ominous figure appears briefly in the Final Trailer that resembles Demise due to the simarities between the fiery red hair, body shape, and the scale-like markings on the arms. We speculate that this may be the Demon King himself or possibly a powered-up version of Ganondorf.
Final Trailer: Everything We Learned
According to the legend told at the beginning of Skyward Sword, Demise is a deity that conquered time itself and is the source of all monsters.
Seeking to take the Triforce for himself, Demise pillaged the lands. This forced The Goddess Hylia to send the survivors into the sky and launch an attack against Demise to seal him away.
Demise, the Demon King, is the final boss of Skyward Sword. Although Link triumphs in the battle, Demise curses him and Zelda to be haunted by his reincarnated hatred. This reincarnation is Ganon, the recurring antagonist in most Zelda games.
