How to Unlock The Sludge-Covered Statue
Approach the Zoras Near the Statue
Make your way to Zora's Domain on the east side of Hyrule and talk to the Zoras in front of the statue to start The Sludge-Covered Statue Main Quest.

The Sludge-Covered Statue Walkthrough Guide
Wash Off the Sludge from the Statue
The sludge can only be removed with water, and you need a Splash Fruit to do that. You can find these in areas around Zora's Domain.
