The Hookshot is a classic item in The Legend of Zelda series but hasn't been featured in recent titles and it seems that the Legend of Zelda: Tears of the Kingdom will follow suit. Read on for details on if the Hookshot will be in Tears of the Kingdom (BotW 2), and reasons for its likely exclusion.

While the Hookshot has been a fan favorite item from Link's inventory since its introduction in A Link to the Past, it was notably left out of Breath of the Wild.
At this time, the Hookshot has not been confirmed to be a usable item in The Legend of Zelda: Tears of the Kingdom, so we will have to wait until we receive more information.

Since Link can now climb on any surface he can grapple on, the Hookshot seems like an unnecessary item. It seems unlikely it will make a return in Tears of the Kingdom since recent trailers still show Link being capable of climbing walls and other surfaces.

Link's Paraglider further makes the Hookshot redundant as Link can simply glide towards a far location as long as he climbs high enough.
The trailers also show him riding a Stone Bird made using the Ultrahand ability, which gives him greater freedom than even the Paraglider!

In Tears of the Kingdom, Link can use his new time reversal powers called Recall to reach greater heights. The trailers show him reversing the time of a fallen chunk of land from a Sky Island above and climb onto it as it heads back up to the sky.
Instead of relying on items like the Hookshot it seems very likely that Link will be relying on these new abilities to get around!
