There are only three Frost Gleeoks in Tears of the Kingdom. You can find them all in three different regions.

Use the Rospro Pass Skyview Tower and glide north to reach the Biron Snowshelf. The Frost Gleeok will be flying around this area, so make sure to drop somewhere far to prevent it from attacking midair.

Use the Pikida Stonegrove Skyview Tower and glide east to reach the Tabantha Snowfield. You can find the Frost Gleeok flying exactly in the middle of North Tabantha Snowfield and South Tabantha Snowfield.

Use the Gerudo Highlands Skyview Tower and glide north to reach the Gerudo Summit. You can find the Frost Gleeok on top of the giant rock south of the summit.
How to Beat Frost Gleeok |

The key to defeating Frost Gleeok is by shooting all three of its eyes with arrows. This will stun the Frost Gleeok, causing it to fall to the ground.
While its heads are on the ground, run up and get in as many melee hits as you can to deal significant damage to the Frost Gleeok.
It is recommended to use fire-based weapons to inflict more damage as Frost Gleeok is weak to fire attacks. You can use Dinraal Parts and Fire-Breath Lizalfos Parts to create fire weapons.
Beware: When the Frost Gleeok is recovering from its stun, it will perform ice blast attacks, so run away, keep your distance, and try to move behind Frost Gleeok to avoid getting hit.
Having a horse with you will make this fight less dangerous, as it will allow you to quickly escape deadly attacks.
You can also jump off your horse while riding it to enter slow-motion aiming, allowing you to easily hit all 3 Frost Gleeok heads in one go.
How to Tame Wild Horses
When its health gets low enough, the Frost Gleeok will fly into the air and will be out of reach. Then, it will throw ice spikes down at you. Get on top of one of these spikes and use Recall on it to be lifted toward the sky, closer to the Frost Gleeok, where you will be able to reach it with your arrows.

If you're having a hard time recalling these ice spikes, you can use your bow and attach an Aerocuda Eyeball to your arrow to hit Frost Gleeok. While it is possible to use other eyeball variants, Aerocuda Eyeballs work the best as it can travel faster and can even reach the Frost Gleeok while far up in the air.

Having these weapons will help you inflict massive damage on the Frost Gleeok during your battle. If you do not have any of these, you can use early game weapons like the Dusk Bow and Steel Lizal Bow which you can get in the Hyrule Castle.
As the battle against Frost Gleeok heavily relies on bows, it is recommended to stock up on arrows before fighting it. You can do this by buying arrows from Beedle near stables or from towns and settlements shops, and from breaking overworld crates.

Attaching a Keese Eyeball to your arrow will help you improve your precision when hitting the Frost Gleeok with your bow. This will also help you land explosive strikes without wasting the materials.
Additionally, it is recommended to have Zonai Rockets or Zonai Springs in your inventory as these can help you fly up efficiently without using the updrafts.
Best Fuse Materials and Weapon Combinations
Upgrading the complete Snowquill Set allows you to take damage without getting frozen. This is a good set to have when fighting Frost Gleeok as it can help you tank its attacks and resist any chance of becoming frozen.
How to Get the Snowquill Set, Location, and Set Bonus
Alternatively, you can also equip Zant's Helmet to become unfreezable. This also allows you to mix and match other armor sets like the Champion's Leather to get more defense power while fighting Frost Gleeok.
