You can change the design of your Paraglider at the Kochi Dye Shop in Hateno Village for 20 Rupees. Talk to Sayge inside the shop and choose "Rework the Paraglider".
Purah gives you the Paraglider once you have activated the Lookout Landing Skyview Tower as part of the Crisis at Hyrule Castle main quest.
Crisis at Hyrule Castle Walkthrough
Paraglider | This item, given to you by Purah, lets you ride the wind and glide through the sky. Press X in midair to activate it. |
While Link is falling at a great height, press the Jump Button (X) to equip the paraglider to glide through the sky.
The distance you can travel using the paraglider solely depends on how much Stamina you have. The more stamina, the farther you can travel using the glider.
You can also extend the glide duration by preparing stamina boosting food and elixirs.
Stand where the updraft is and press the Jump button twice in quick succession. This will let Link ride the updraft up to where it ends.
In Breath of the Wild, Link can burn grass, or use Revali's Gale to create updrafts. Here in Tears of the Kingdom, there are a lot of ways Link can reach certain heights such as using Ascend, or creating vehicles with Ultrahand that lets Link ride them and fly.
While gliding, you can press the Right Thumbstick to activate the scope. Note that you will move in slow motion when surveying with scope, so you can take time to check your surroundings and look for points of interest such as nearby Skyview Towers or Dragon's Tears.

A Beginner's Guide to Tears of the Kingdom
The Goron quest Mine-Cart Land: Death Mountain unlocks the Goron fabric. You need to do 2 other Mine-Cart Land quests first, they're in the Southern Mine. The Zora fabric is from The Blue Stone quest. Talk to the Zora at the dock of East Reservoir Lake to start it. Like the other comment said, you need to finish the Zora and Goron main quests first for these to spawn.
