You can buy the Hylian Hood at the armor shop in Lookout Landing for 70 Rupees. You can also buy the other pieces of the Hylian Set (the Hylian Tunic and the Hylian Trousers) at this location.

You'll first need to complete the Side Adventure The Mayoral Election in order to unlock the ability to lower and raise the Hylian Hood at any time. The quest is located in Hateno Village.
There are 4 prerequisite Side Adventures you'll have to do before The Mayoral Election, namely Team Cece or Team Reede, Cece's Secret , A New Signature Food, and Reede's Secret.

Once you're done with The Mayoral Election, you can visit Cece inside Ventest Clothing. Just put on the Hylian Hood and talk to Cece for her to either lower or raise your hood.
Once she lowers the hood, it stays lowered when you unequip or re-equip it. To pull it back up, you'll need to talk to Cece again. It doesn't cost anything to talk to Cece to raise or lower the hood.
