Susuyai Shrine (A Spinning Device) in The Legend of Zelda: Tears of the Kingdom (TotK) can be found east of the Ancient Tree Stump in the Hyrule Field region. Read on to learn its location, puzzle solution, as well as all treasure chest locations in Susuyai Shrine.

Susuyai Shrine can be found in the middle of some abandoned ruins just east of the Ancient Tree Stump in the Hyrule Field region. Fast travel to the Hyrule Field Skyview Tower, then keep heading north until you arrive at -0784, -0433, 0018 to reach the shrine.
This is a Puzzle type Shrine, so you need to solve the puzzle to reach the end and get a Light of Blessing.
Try to look around the area to find a way to move forward, and remember to use Link's Ultrahand, Ascend, or Recall abilities!
All Abilities and How to Unlock
One of the three moving vehicles in the first section of the shrine puzzle has a chest on it. Grab it using Ultrahand and open the chest to get Arrow x5.
After getting the chest, cross to the next section and grab one of the vehicles with you.
Lay the vehicle on its back upon reaching the next section so it doesn't wander off. Then, hit it with a weapon to stop it from moving.
Next, flip the vehicle so its wheels are touching the floor. Make sure that the arrows on top of the wheels are pointing towards the big roller.
Climb on top of it and hit one of the wheels so it starts moving across the big roller.
Upon reaching the next section, detach a wheel from the vehicle and attach it to the steering device to your right. Then, hit it so it starts running. This opens the gate to the last room.
Enter the last room and grab one of the wheels to your left. Afterwards, place it on top of the rails and attach it to the hanging platform.
Next, get on the platform and hit it with a weapon to trigger the wheel attached to it. The wheel will then push you towards the other side of the room where the altar is.
Finally, examine the altar to get a Light of Blessing.
