You can only unlock farming after doing all the Hateno Village School quests. Head to the school and speak to the teacher to get the quest. It is recommended to do this at 12:00 PM, since you can only get these quests on hours where students aren't around. You can try visiting other times, but make sure you do it during the day with no students in the classroom.
List of All Side Quests
After finishing the school's side quests, head down to the open field below and look for Uma. She help you plant crops on the field and will do the tending for you. You can plant various crops and fruits, but not all other plants and seed can be grown.
Crops will take two in-game days to fully grow. Like with other time-based features, you cannot manipulate this and force them to grow fast. The only way to see result is to actually wait two in-game days.
How to Pass Time
If you wait on the exact spot after giving Uma the crops you want to grow, you will not see any progress. Even after taking two full days waiting on the same spot, Uma will not let you harvest anything.
You need to at least warp away from the area or leave the town to refresh the system. You can do other side quests while you're away and just come back once your crops are ready.
Most crops grown in the field are not available in shops and can only be found randomly on the map. Using this farming method will let you have a sustainable source of certain crops of value like Endura Carrot and Big Hearty Radish.
