Recovering the Hero's Sword officially starts after cleansing the Great Deku Tree. This can only be done by finding a way into Korok Forest, entering the Deku Tree Chasm from within, and defeating Phantom Ganon below.
The exact coordinates for this quest on the map are 0429, 2146, 0162.

If you fast travel now to any shrine near the objective marker, you'll find out that it actually tracks the Light Dragon's movement!
The dragon will fly around the entire kingdom, so there is not really a fixed location.
To reach it, either build a fanplane on a sky island then fly it to the dragon or use a skyview tower's launch pad for a huge boost before using your glider.
If you choose the latter method, don't forget to equip the Glide Set and use Tulin's ability to make catching up easier!
How to Find the Light Dragon: Location and Drops
Land on the dragon's head and interact with the Master Sword. You will need two stamina wheels to successfully pull it from the dragon (equivalent to 20 Lights of Blessing or 5 Stamina Vessels).Retrieve the Master Sword and the quest will be completed.
The Light Dragon will also drop you off at the Great Sky Island altar. Thanks for the lift![
