After activating the first Skyview Tower in Lookout Landing, skydive back down to the ground and talk to Purah to unlock the Regional Phenomena main quest.
The exact coordinates for this quest on the map are -0252, 0153, 0026.

You now have to check on all four locations marked on your map to investigate the strange phenomena. Each of these points will start a new questline, so be prepared.
Before we proceed, however, let's make a detour by talking to Josha downstairs first for the Camera Work in the Depths Main Quest to unlock the Camera and the Compendium.

Once you've investigated all four regions and completed their associated quests, return to Lookout Landing and find Purah at the top of her tower, by the telescope.
Climb up and talk to her to start one final cutscene that will resolve this quest.
Each Regional Phenomena quest can be completed in any order and is entirely dependent on which Sage Power you want to get first.
Ideally, you'll want to prioritize Tulin of Rito Village and completing the Wind Temple first as it rewards you with the Vow of Tulin, granting you the Sage of Wind power that unleashes a gust of wind towards any direction.
This lets you paraglide further than usual which is useful for exploring the world of Hyrule, the Sky Islands, and the Depths.
Additionally, Tulin's avatar provides the most damage out of all the sage avatars since it is extremely accurate with bow shots and will often land headshots consecutively.
