Restoring the Zora Armor becomes available after completing The Sludge-Covered Statue quest. You can find and talk to Yona in the infirmary after that to start the quest. You can also see her in Mipha's Court after dealing with the Sludge-Like Boss!
The exact coordinates for this quest on the map are 3845, 0568, 0485.

The objective is simple: bring an Ancient Arowana to Yona so she can fully repair your Zora Armor.
As most of the domain's waters is covered in mud, it's tough to find one nearby at the moment.
Luckily, there are clear waters within Mipha Court. Head south and climb the stairs all the way to the top until you reach Mipha's statue. At the base of the statue is a pool where you can find an Ancient Arowana.
Take it to Yona to complete the quest and receive the Zora Armor. You can now proceed to the next objective of Sidon of the Zora Main Quest.
