You can get the Ring Garland when your purchase it from Koko at Kakariko Village for 5 Rupees.

How to Use Ring Garland

Fuse It With a Shield

Zelda TotK - Fuse It With a Shield
You can use the Ring Garland to fuse it with a shield to turn it into a Ring-Garland Shield. Since you cannot put the item in your inventory, this is the best method to carry it around with you. The item does not offer any fuse attack power bonuses.

Equip the Ring Garland During the Voe and You Class at Gerudo Shelter

Zelda TotK - Equip the Ring Garland During the Voe and You Class at Gerudo Shelter
The only way to use the Ring Garland is to obtain a hidden dialogue from Deltan in the Gerudo Shelter.

Talk to Aishai at 9:00PM in the Gerudo Shelter and participate in the "Voe and You" class. You will need to help Nali and Pritana before the Ring Garland can be used during Deltan's turn to trigger the hidden dialogue.
