From Port Ormos, head north until you see the encampment across the river. You can also teleport from the Devantaka Mountain Statue of Seven and fly south to find the encampment near the river.
Upon arriving at the encampment, you will see Twirly-Whirly and Blitzara hanging around together with Souka.
During the Old Friends, New Game quest, Hanniyah mentioned a temporary residence for Twirly-Whirly and Blitzara. Check out the encampment if you want to meet and interact with Blitzara and Twirly-Whirly during the Fungus Mechanicus event.
