To unlock the A Riddle Amidst the Crowds quest, you will need to reach Adventure Rank 18 or above and complete the Prologue: Act 3: Song of the Dragon and Freedom!
Song of the Dragon and Freedom Guide
Completing this quest allows you to unlock Windblume's Breath sub-events: Breezy Snapshots, Ballads of Breeze, and Floral Pursuit. Check out the full event guide here:
Windblume's Breath Event Guide
Since this is Act 2 of Windblume's Breath, you will need to complete the first Act of this Quest chain.
A Gathering of Outlanders
| Quest Walkthrough | |

| 1 |  Set the time between 8:00 - 12:00 two days later (in-game) and Talk to Sucrose. She will be near the fountain |
| 2 |  Follow the quest marker to find Collei. |
| 3 |  Go inside the library to try and look for Lisa. |
| 4 |  Find a group of adventurers within the Quest Area. They can be found near an old tower. |
| 5 |  Go to Starnatch Cliff. |
| 6 |  Go back to the crafting bench in Mondstadt. |
| 7 |  Head on over to Good Hunter and finish the quest! |
