Destroy Haystacks at Crimson Mirelands
Sootfoot Roots can be obtained by destroying haystacks in Crimson Mirelands by throwing one of your Pokemon at it.

You can find a Sootfoot Root north of the Snowfields Camp at Alabaster Icelands.
Heart's Crag at Alabaster Icelands

There are at least three Sootfoot Roots that you can find on Heart's Crag, northeast of Avalugg's Legacy, at Alabaster Icelands.
Note that the area contains plenty of Rufflets, as well as a Level 70 Alpha Gardevior, so you may need to sneak around to pick up the items.
Catch or Defeat Rufflet
You can battle or capture the wild Rufflet on Heart's Crag or on Snowpoint Temple at Alabaster Icelands to obtain more Sootfoot Roots.
