To unlock this request, you first need to complete a series of requests in the Version 1.1.0 update of Pokemon Legends: Arceus. The final request in the series is Request 102: Daybreak. Once it is completed, you can talk to Gared at the Training Grounds to receive this and a variety of other requests.

1 | Speak to Gared at the Training Grounds |
2 | Talk to Ingo at the Training Grounds with only a Bidoof in your party and select Path of Solitude. |
3 | Defeat Ingo's Level 50 Eevee with your Bidoof |
4 | Report back to Gared to complete the request |

The Eevee used by Ingo will primarily use Quick Attack, so it best to have a nature that increases Bidoof's defense, such as Bold or Lax. If your Bidoof is at around Lv. 50, it is best to increase the Effort Levels of its HP, Defense, Special Attack to 10.
Bidoof - How to Get and Location, Evolution, and Research Tasks
The best strategy to beat Eevee is to repeatedly use Ice Beam until it goes down. Though Bidoof can also learn the strong physical move Double-Edge, it is not recommended because of the recoil damage. Thunderbolt is also a good option, but Ice Beam is more recommended since there is a chance that it could inflict Frostbite.
