Unfortunately for your starter Pokemon, you can't use a Fire, Water, or Grass-Type move as Goomy is resistant to this kind of damage. Any strong, unresisted move should do well against Goomy at this level!
Starters like Cyndaquil are at a disadvantage in this fight due to their weakness to Water-Type Moves, while Rowlet would be resistant to Water and weak to Poison-Type Moves.
Of the starters, Oshawott would do best in this fight with their resistance to Water-Type Moves and lack of weaknesses against Poison!
Buneary is one of the Pokemon you can get early in the game with access to Fairy-Type Moves. Use moves like Draining Kiss to make the most of Goomy's weaknesses!
