Purchase Mechanical Items from Ginter
The Mechanical Items required for Rotom's form change are sold randomly by Ginter just outside of your home in Jubilife Village. We recommend speaking with him regularly and keeping an eye out for these items on sale. Since his wares are random, you'll just have to be lucky that he has the appliance you're looking for,

Each succeeding Mechanical Item will cost more

For every mechanical item you purchase, the succeeding items become more expensive. In our experience, the first item cost ₽20,000, the second item cost ₽40,000, and the third one cost ₽60,000.

Rotom wants to Interact with the Mechanical Cabinet
After purchasing the mechanical items from Ginter, the appliances will appear in your home. With Rotom in your party, interact with these appliances and Rotom will express interest into changing form. To change Rotom back to its original form, simply interact with the appliance again.

Wash Rotom is Recommeded due to its few weaknesses

Despite not having the Levitate ability, Wash Rotom still stands out among its other forms as having good resistances thanks to its type combination. While it now gains a Ground weakness, there is a reduced number of strong Ground-type moves which should be good for Rotom's survivability.
