1 Speak with Mai at the Heights Camp in Obsidian Fieldlands
2 PLA - Request 95 - Zorua Outbreak in Ramanas Island.png
Proceed to Ramanas Island and find the location of the Hisuian Zorua Mass Outbreak.
3 Return to the Heights Camp and Report to Mai.
4 Report back to Cyllene about the Zorua you encountered in Ramanas Island.

Not Required to Catch the Hisuian Zorua

Unlike outbreaks after the daybreak update, this zorua outbreak respawns after going to the village and returning as long as you don't return to speak with the NPC. No clue if they're shiny locked or not.
