You can find plenty of silver ores containing Black Tumblestones on the areas near Heights Camp at Obsidian Fieldlands.
If you have picked up all the Black Tumblestones from the ores in the area, you can go to Jubilife Village and return to Obsidian Fieldlands to respawn them.
