Obtained during the Dialga Origin Form Boss Fight

You automatically obtain and use Time Balms to defeat Dialga in its Origin Form in a boss fight during The Counterpart Mission.

Note that you'll face the Legendary Pokemon if you chose Irida to accompany you in the lake trials during The Disaster Looming Mission.
