Receive the crafting recipe for Poke Balls and some funds from Captain Cyllene.
2 Exit the headquarters and receive the Everyday outfit from Anthe.

Pokemon Legends Arceus crafting Poke Balls
Go to the craftworks and craft some Poke Balls in the workbench using the recipe and materials given to you.
