You can also get plenty of Modest Mints by paying Colza ₽10000 to plant Mint Harvests at the Farm in Jubilife Village. Catch at least 20 Pokemon before returning to Colza to maximize harvests!

Note that you need to complete Help Wanted: Rock Smashing in the Fields Request to unlock the option to plant Mint Harvests on the farm.
