The best Pokemon team to use in the story of Pokemon Legends: Arceus is well balanced and takes into account all the important battles in the Hisui Region. No matter what Pokemon you decide to bring on your journey through Hisui, there are a few game elements that you should take advantage of to make your team stronger. In particular, focus on raising your Pokemon's Effort Levels with Grit Items, mastering their Moves with Seeds of Mastery, and changing their Nature with Mints to take advantage of stat boosts.
Effort levels determine how quickly a particular stat increases. You'll want to gather as much Grit Dust, Grit Gravel, Grit Pebbles, and Grit Rocks as possible.

Seeds of Mastery are rare items that allow your Pokemon to master a particular Move immediately, thereby unlocking its usage in either Strong or Agile fighting style.
How to Get Seeds of Mastery: Effects and Locations
Since a Pokemon's Nature can affect the growth rate of certain stats, you'll want to make sure your Pokemon have a Nature that benefits their playstyle. For example, a Pokemon like Machamp specializes in Phsyical Moves, so you'd want to make sure its Attack stat was being boosted by its Nature. To change a Pokemon's Nature, you'll have to cultivate Mints on the Farm in Jubilife Village.

Starly makes a great early game Physical Attacker due its high Attack and Speed. There are few Pokemon near the start of the game that can resist its attacks. It maintains its high Attack even after it evolves, so it can remain a valuable member of the team until later in the game.

Shinx's Electric typing and wide learnset means can deal decent damage to several types of Pokemon. It also complements Oshawott incredibly well since it can effectively deal with Water and Electric types. With the moves Ice Fang or Fire Fang, it can also deal with Grass-type Pokemon.

Since Buizel is a pure Water-type, it is a great matchup against Noble Kleavor, the first Noble Pokemon you need to battle. Due to its high Attack and Special Attack, Buizel even makes a great team member during the rest of the playthrough.

Chimchar is a great Fire-type Pokemon that can be caught early on in the game. It is best to catch one earlier on so you can train it throughout the game and evolve it into Infernape. Once it reaches its final evoluton, it will become an invaluable member of the team.

Machop is a Fighting-type Pokemon that you can obtain early in the game. It can learn the move Bullet Punch, which is useful from the middle to the end of the main story as you will encounter more Pokemon weak to Fighting-type moves. If you raise a Machop early in the game, you will be able to have an easier time at the second half of the game.

Teddiursa is a Normal-type Pokemon that can easily be obtained in Crimson Mirelands. Since the level of the wild Teddiursa you can encounter is high, it can quickly evolve into Ursaring. Once it reaches its final evolution Ursaluna, it will get a Ground-typing, making it capable of facing Frenzied Noble Pokemon later on in the story.

Eevee is a difficult Pokemon to catch since you typically only find one of them in rare instances. However, it is still recommended to get one during the early stages of the game, so you can choose its evolution to fit with your party.

Scyther is a Bug/Flying-type Pokemon which can be found near the Grandtree Arena in Obsidian Fieldlands. It can deal high damage even as Scyther, which improves as it evolves into Scizor or into Kleavor. You will get high mileage if you decide to use Scyther as your attacker.
Gardevoir is not a good fairy type because of it's psychic typing. Togekiss or Clefable is better
