New Items are made by combining other items as materials. Poke Balls, for example, are made by combining an Apricorn with a Tumblestone.

Pokemon Legends Arceus - Use a Crafting Kit

Crafting Kit allows you craft items even without workbenches, but the only materials you can use are materials on your satchel. You can get the Crafting Kit from Rei or Akari during the Getting to Work on Research Tasks mission.
