Basculin will evolve into Basculegion if it receives at least 300 recoil damage. Basculin can use either Wave Crash or Double-Edge to get recoil damage.
Allowing Basculin to faint will reset the damage counter. Make sure to heal between battles so that Basculin can accumulate up to 300 recoil damage. Additionally, Basculegion will have different appearances based on its gender.

As you progress through the story, the number of Research Points you still need for each Pokemon will undoubtedly change, but following the process above and skipping unneeded steps will work for achieving the goal.

Using the Celestica Flute, you can summon a special Basculegion that will let you ride it. This allows you to freely explore bodies of Water in the Hisui Region, letting you reach new destinations and encounter more Pokemon!
How to Ride Pokemon: All Rideable Pokemon

Iscan is the Warden in charge of taking care of the special Basculegion that you can ride around the Hisui Region. As you progress further into the story, you will be given the privilege to ride across bodies of water.
