You can find Caster Ferns on the Golden Lowlands at Crimson Mirelands. Look for the spiral plant with three leaves near the waters or under trees.

If you travel to Gapejaw Bog at Crimson Mirelands, you can find plenty of Haystacks on the area. Much like berry trees and ores, you can summon your Pokemon from the Poke Ball to destroy the haystack and obtain Caster Ferns and other crafting materials.
