To unlock Those Who Yearn for the Gods' Gaze, you must have first completed, Sword, Fish, Resistance quest, the first part of Archon Quest Chapter 2: Act 3.

Those Who Yearn for the Gods' Gaze Walkthrough

Go and Investigate the Ancient Ruins

Go to the ancient ruins in Fort Mumei. There you'll see three Electro Monuments placed in a triangular position. Activate the three Electro Monuments at the same time to solve the puzzle.

Take note that there's no particular order required to solve the puzzle, however, each monument has different activation times, meaning you'll have to activate the one with the longest activation time first.

How to Activate the Three Electro Monuments

	Fort Mumei Electro Monument Puzzle
1	Make sure that you're facing south in your map by standing right beside a monument with two other monuments standing right across you. This monument is the same direction as the Teleport Waypoint in Fort Mumei.
2	From your position, fire Electro at the monument on your left, then quickly followed by an Electro attack to the monument at your right. Finish the puzzle by activating the monument beside you. We recommend using an Electro bow character such as Fischl or Sara to to finish the puzzle efficiently.

Defeat the Attacking Monsters

After activating the three Electro monuments, a Thunderhelm Lawachurl will spawn at your location. Triggering Hydro-based reactions is easy because of the atmospheric condition in Fort Mumei.

Chat With Paimon

Once the Lawachurl has been taken down, chat with Paimon about what happened. Suddently, Teppei will appear and tell you that he was just delivering supplies.

Return to HQ and Talk to Kokomi

After your encounter with Teppei, return to Headquarters and talk to Sangonomiya Kokomi. You'll see her talking to Gorou about a discreetly-obtained weapon from their secret sponsor which eventually turned out to be the Fatui. Afterwards, hurriedly look for Teppei.

You'll see Teppei sitting by the wall of a house, obviously contracted with the serious side-effects of using the Delusion.
