Iron Tongue Tian can be fought in an Open World Match, which means you have to go to Third-Round Knockout in Liyue in order to find and talk to them.

Once you've leveled enough to ascend to Player Level 3, you can interact with Prince at Cat's Tail in Mondstadt to get your first Ascension Challenge.
After successfully defeating Prince, Iron Tongue Tian's Duel in Liyue, alongside Bu Yun's, Tea Master Liu Su's, and Lan's will automatically unlock.

Reach Level 10 to Unlock Iron Tongue Tian's Duel
Once you reach Player Level 10, you can talk to Iron Tongue Tian in his same location to challenge for a Genius Invokation Duel. This battle will be a lot difficult so make sure to bring your best counter-deck with you!

Defeat Iron Tongue Tian in an Adventure Challenge
Use Elemental Reactions
You can easily deter the damage mitigation mechanic of Iron Tongue Tian's Fatui Pyro Agent and Fatui Skirmisher: Hydrogunner Legionnaire by dishing out Elemental Reactions.
Even with the starting Character Cards, Diluc, Kaeya, and Fischl, you can already make a chain of Melt, Vaporize, and Electro-charged with ease.
Take Out the Fatui Pyro Agent First
Between Iron Tongue Tian's two Character Cards, prioritize taking the Fatui Pyro Agent out first, especially if you have a relatively bad hand.
Its Stealth Master skill is a strong early-phase skill that can take down at least one of your character cards out, making it more difficult building momentum for you to set your Elemental Reactions in the latter phases of the duel.
Defeat Iron Tongue Tian in a Duel
Take Out Rhodeia First
In this Genius Invokation Duel, Rhodeia should be your top priority since Rhodeia can pretty much deal a huge number of Hydro damage thru her summons. This can also result to Vaporize or Electro-charged reactions thru Oz and Guoba, which you should avoid at all cost.
After taking Rhodeia out, you'll be left with Overload reactions, which you can play around by bringing Calx's Arts to ensure that your Energy-generation is not limited restricted.
