You can unlock Dreams in the Gaps by progressing The Subterranean Trials of Drake and Serpent quest.

Dreams in the Gaps Walkthrough

Head to The Narrows

Head to the marked location in The Narrows and look for a Whitenight/Evernight mechanism. Defeat the Rimebiter Bathysmal Vishap nearby to activate the mechanism easily.

Switch to Evernight

Afterwards, use the device to switch to Evernight. This will repair the broken Triangular Mechanism by the locked gate. Attack that Triangular Mechanism to open the gate and make a path.

Follow the Seelie

When you get inside, trigger and follow the Seelie. It will lead you to a hole in the ceiling. Go through the hole in the ceiling and look for a Whitenight/Evernight mechanism.

Switch to Whitenight status and open the chest. This will give you the fragment of the Reins of Revival and complete the quest!
