If you use Pistols or Revolvers and want more damage, this is something you want. Make sure you get the Transporter perk to be able to use them of course. This perk will double your damage while holding a body.

Currently believe you can't shoot or melee with a body on your back as you just drop the body so not a good perk unless you want the perks locked behind it.
