The Steel And Chrome perk has been removed as of Update 2.0. The 2.0 update featured a massive perks overhaul that removed, rebalanced, or completely changed every old perk from the 1.6 Edgerunners Update and Base Game.

I tested this perk and yes it deffinily works on melee like Katana, the damage won't appears on status, but i tested killing enemies, damage goes up by exactly 20%

I think you have to equip it to show the damage increase, equip the katana and go to Status, or hover your mouse on the katana in inventory before and after equiping it to see the change, the critical strike chance perk on blades also does the same, without equiping the katana it shows 24%, equiping it shows 44% percent.
